2015 North Lincoln Baseball: Minor League Rules

GAMES                                                                       

  1. A regulation game consists of six innings. However, no new inning will begin 75 minutes after the first pitch of the game while school is in season.
  2. Monday thru Friday first games start at 5:45 PM sharp. (Infield @ 5:30) 3.    A game called due to darkness or weather conditions is considered a complete game after four innings or after three and one-half innings if the home team is ahead. Incomplete games will be rescheduled and will start from the point of where they left off.
  3. The Visiting team will take first base dugout and the Home team will take third base dugout. The second team listed on the schedule will be the Home team.
  4. Pitching machine speed will be approximately 40 mph or 64 rpm and will increase as the season progresses.
  5. Regular baseballs will be used.
  6. There will be no forfeits. Teams will play with as many players as they have there.
  7. A half-inning will consist of five (5) runs scored or three outs whichever comes first. However, there is no run limit in the sixth inning (unless the mercy rule has already be applied, then the 5 run rule per inning applies).
  8. Ten run rule will apply after four complete innings if the home team is behind, or three and one-half innings if the home team is ahead. If the visiting team obtains a 10 or more run lead in the top of the fifth or sixth inning, the home team shall have the opportunity to bat in the bottom of that inning. However, games can be called at any time under agreement of both Managers.
  9. If the ten run rule applies the score will be documented as the official score and the scoreboard will be reset. The game will continue without runs being posted on the scoreboard until either the 6th inning is finished or the game time limit has been reached.
  10. Players must stay in dugouts when not out on the field.
  11. No metal cleats are allowed. Shirts must remain tucked in. Hats, if worn by players or coaches, shall have the bill facing forward. Players must be wearing fall regulation uniforms (no shorts).
  12. No spectators, brothers/sisters etc. shall be allowed in the dugout area during the game. One bat-girl/boy is permitted and he/she must wear a helmet at all times. NO SMOKING is allowed in the dugout or on the field of play - see Rules of Conduct, signed by Managers and Coaches.
  13. Offensive coaches are allowed at first and third bases. Under no circumstances should a defensive coach advance past a base line without first calling time-out.
  14. Managers are responsible for their players, coaches and fans conduct during a game. Any display of temper or intimidation will not be tolerated. Any swearing or other unsportsman-like conduct will be cause for immediate ejection from the park facility.
  15. Managers only can question an interpretation of the rules. Umpire's judgment calls are final and cannot be argued or protested.
  16. At least nine (9) players must be present at the start of the game. [If you know prior to a scheduled game (24 hour notice) that you will not have enough players, please contact the Baseball Director. Rookie players can be used to fill open positions for the team(s) needing players. This game will count in the standings.

FIELDING

  1. Up to ten players will be allowed on defense with the tenth player being an outfielder. Outfielders must start play on the outfield grass.
  2. Unlimited substitution of defensive players is allowed, but the original batting order must be followed.
  3. Each player must play a minimum of three (3) innings in the field, in a complete 6 inning game. No player unless due to injury will sit more than One consecutive inning on defense. Managers are to rotate players each inning throughout the game.
  4. There is NO infield fly rule.
  5. At the time of the pitch, no defensive players may be forward of the pitching machine.
  6. Pitchers must wear a helmet with a face mask
  7. When ANY defensive player has control of the ball and returns the lead runner to its existing base all play does not stop. Runners are allowed to advance from 1st base until the umpire calls for the ball stopping all play.
  8. Athletic cups are required for all players (Managers/Coaches always remind all players).
  9. All defensive players may only play two consecutive innings in the same defensive position. Players may return to original defensive positions after one inning in any new position. (i.e. First baseman can play 1st, 2nd inning at first, must play 3rd inning at other position, 4th, 5th inning at first, last inning at another position)
  10. Obstruction can be called if a defensive player is not in possession of the ball and in the line of the baserunner.

 

BATTING

  1. Every player is included in the batting order. Batting order is continuous throughout the entire game. A player arriving late will be placed at the end of the original batting order.
  2. Each batter will be allowed three (3) strikes. A 3rd strike foul ball; the batter will receive an additional pitch or pitches until a foul ball no longer occurs. (There is no limit on consecutive foul balls.)
  3. A team will receive one warning for a thrown bat by a batter. The second violation by any batter will result in the batter being called out. (This is a dead ball situation.)
  4. All batters and base runners must wear a helmet.
  5. Bunting is allowed. Bunting foul on the 3rd strike results in an out.
  6. Pitched balls released from the machine are either a strike or a no pitch. Base runners cannot advance on a no pitch. If a no pitch is called by the umpire and the batter swings, it remains a no pitch.
  7. The umpire may adjust the pitching machine at any point during the game to ensure the batter is pitched strikes. (this is at the discretion of the umpire, however, managers may request machine adjustments as well) The goal is to teach the kids to swing at strikes.
  8. All bats cannot be wider than 2 1/4 inches. No "big barrel" bats are allowed.
  9. Teams with less than 9 players in their batting order will be assessed an out for those players in the batting order.


 BASE RUNNING

  1. Bases will be 60' in distance.
  2. Runners cannot leave their base until the ball is hit or crosses home plate. A runner leaving early will result in all play being stopped and the runner will be returned to the existing base.
  3. Base runners must slide or attempt to avoid contact or they will be called out.
  4. Base runners can advance on an overthrow. All base runners are subject to being "put out" on any attempted overthrow advance. Overthrow advancement is limited to one base.
  5. A courtesy runner for the player that is catching the next half-inning is allowable only after there is 2 outs.
  6. Base runners must wear a helmet at all times.
  7. Base runners are only allowed to steal second and third, runners are not allowed to steal home on a passed ball (an overthrow is not considered a passed ball).
  8. The umpire, at the conclusion of the play, will call out a runner that misses a base or fails to tag legally "tag-up" on a caught fly ball. This is an Umpires judgment call and not a coach's appeal play.
  9. Base runners will be called out for sliding head first into a base, unless it is returning to a base.9.    Any time a base coach touches a base runner during play to assist will result in an out.
  10. The official Little League rule book will be used except as noted in these rules.
